Why do refusal rates vary so much by country?

Refusal rates reflect the applicant pool a consulate actually sees, not just how strict it is -- a destination that draws mostly business and tourism travelers with strong documentation will post a very different rate than one that sees a lot of first-time or higher-risk applicants. Local fraud patterns, the volume of applications a post processes, and each government's own risk criteria all factor in too. What counts as a refusal?

A refusal is a formal decision denying the visa application, as reported by the issuing government -- not withdrawn, abandoned, or incomplete applications, which most sources exclude from their published totals. Exact definitions vary slightly by issuing body (Schengen, US, UK, and Ireland each publish their own criteria); see the methodology page for the specifics behind each figure on this site.

How is this different from the acceptance rate you see elsewhere?

Refusal rate and approval rate are two ways of describing the same underlying figure (refusal rate = 100% minus approval rate), so they always tell the same story. This site leads with refusal rate because it's the number that matters most to someone deciding whether, where, and how carefully to apply.
